Amendment to the Tax Cuts and Jobs Act (H.R. 1)

A vote is expected on “Child Tax Credit for Pregnant Moms”, an amendment sponsored by Sen. Steve Daines to the Tax Cuts and Jobs Act (H.R. 1). The amendment is cosponsored by Sens. James Lankford, Joni Ernst, Jerry Moran, and Roy Blunt.
The “Child Tax Credit for Pregnant Moms” would extend the existing child tax credit to apply to the unborn child prior to birth and permit the credit to be claimed in the child’s first year of life. The credit could only be claimed once the child is born and receives a Social Security Number or other tax identification number.
National Right to Life (NRLC) supports the “Child Tax Credit for Pregnant Moms” amendment and we expect to include any roll call on it in our scorecard of key roll calls of the 115th Congress.
National Right to Life has previously supported other legislative efforts that are now law that follow the same principle of recognizing the unborn child. For example, Unborn Victims of Violence Act (also known as “Laci and Conner’s Law”), enacted in 2004 after a five-year effort led by the NRLC, recognizes that when a criminal attacks a pregnant woman, and injures or kills both her and her unborn child, he has claimed two human victims.
We think this is good public policy and NRLC respectfully urges you to vote in favor of the Daines amendment.
