Kansans for Life Capitol Report

By Jeanne Gawdun, Senior lobbyist, Kansans for Life

The 2019 Kansas legislative session is now at the half-way mark. Kansans for Life (KFL) has worked hard to promote our pro-life legislative agenda and to keep an eye on bills that could be a threat to human life.

KFL’s top legislative priority this year is Abortion Pill Reversal informed consent legislation. This law would ensure that every woman considering abortion by pill (RU 486) is informed of the possibility that the effects of the first abortion drug could be reversed if she changes her mind before taking the second drug, and where she can get immediate help to save her baby.

Identical bills were introduced in the Kansas House, HB 2274, (with 60 co-sponsors) and the Senate, SB 167, (with 21 co-sponsors).

A hearing on HB 2274 was held in the House Health and Human Services Committee on February 20. KFL and several other pro-life/pro-family organizations and pro-life OB/GYNs testified in support of the legislation. The bill will be worked in the committee some time after the session resumes on March 6.

SB 167 is in the Senate Public Health and Welfare Committee, but a hearing has not yet been held.

Senate Concurrent Resolution 1606 is a resolution condemning the governor and state legislators of New York for enacting the “Reproductive Health Act,” which removed all protections for unborn babies, their mothers, and babies born alive as a result of an abortion.

Kansas legislators want to send a message to their fellow elected officials in New York reminding them that all human life is valuable and must be protected.

The Kansas Senate passed the bill 27-13 on February 14, and a hearing will be held on Thursday, March 7 in the House Federal and State Affairs Committee.

On the national level, the U.S. Senate voted 53-44 on Monday, February 25 to advance the “Born-Alive Abortion Survivors Protection Act,” (S. 130), but pro-abortion Democrats kept it from receiving the 60 votes needed to “invoke cloture” and actually move the bill forward. The bill would extend federal legal protection to babies who are born alive during an abortion.

Both U.S. Senators from Kansas, Pat Roberts and Jerry Moran, voted pro-life in support of the bill. The speech Senator Moran gave on the floor of the U.S. Senate may be watched here.

Please call Senator Roberts (1-202-224-4774) and Senator Moran (1-202-224-6521) and thank them for standing up for life!

Please click here to contact your Kansas state house representative to urge them to support HB 2274 and SCR 1606. It is particularly crucial that they hear from us regarding the Abortion Pill Reversal Informed Consent legislation as Planned Parenthood is rallying their followers to contact representatives to not support it.
