No contracts to providers “that perform abortion”

One week after passage in a subcommittee, and five days after passage by the full House Committee on Health, Welfare and Institutions, the Virginia House of Representatives Tuesday overwhelmingly passed HB 2264 by a vote of 60-33.
HB 2264 “would prohibit the Virginia Department of Health from granting funds or entering into contracts with certain health care providers that perform abortion.”
“More specifically,” according to SaraRose Martin of Capital News Service, the bill “would cut off Title X funding for Planned Parenthood.”
Instead, the bill (in the words of sponsor Del. Ben Cline) “ensures that hospitals, federally qualified health clinics and rural health clinics are funded prior to abortion centers.”
Martin, of Capital News Service, explained that Del. Cline
said the bill would give priority to more than 140 federally qualified and rural health clinics in Virginia. Cline said the bill would make sure that money is sent to “health clinics that meet the needs of those populations they serve in the most comprehensive manner possible,” instead of to clinics that provide abortions.
Naturally Planned Parenthood, the nation’s largest abortion provider, was up in arms. “It’s just another effort to cripple the organization,” said David Timberline, director of communications for the Planned Parenthood League of Virginia.
PP has clinics in Richmond, Hampton, Virginia Beach, Charlottesville and Roanoke, according to Martin.
The best groups such as Progress Virginia, NARAL Pro-Choice Virginia, the Virginia Latina Advocacy Network, the Virginia Civic Engagement Table, and Planned Parenthood Advocates of Virginia could muster up in the way of protestors outside Capitol Square was “about a dozen,” Martin reported.
Their signs were as dull as their numbers were few: “I Stand with Planned Parenthood” and “Stop the War on Virginia Women.”

“VSHL applauds Del. Ben Cline’s effort to ensure that women in Virginia can find the kind of legitimate health care they may be looking for, especially prenatal care. Planned Parenthood in Virginia is on record admitting that their facilities do not offer full health care and only perform abortions. Virginia Taxpayers deserve to know that their funds are being spent responsibly under the State’s Medicaid programs.
