Bill would deny 89% of all federal funds to PPFA
Editor’s note. The following letter was sent today to members of the House of Representatives.
Dear Member of Congress:
The National Right to Life Committee (NRLC), the federation of state right-to-life organizations, urges you to support the Restoring Americans’ Healthcare Freedom Reconciliation Act (H.R. 3762), as reported yesterday by the Rules Committee. NRLC intends to include the roll call on final passage of H.R. 3762 in our scorecard of key right-to-life votes of the 114th Congress, and we reserve the right to also score today’s roll call on the Rule.
NRLC strongly supports the bill because it would block, for one year, most federal payments to affiliates of the Planned Parenthood Federation of America (PPFA). It would close the largest pipeline for federal funding of Planned Parenthood, Medicaid, and apply as well to the CHIP and the Title V and Title XX block grant programs, thus covering roughly 89% of all federal funds to Planned Parenthood. (The amounts denied to Planned Parenthood in effect are reallocated to community health centers.) As you know, the reconciliation bill is not vulnerable to filibuster in the U.S. Senate, the main obstacle that has prevented Senate approval of earlier efforts to de-fund Planned Parenthood.
Over one-third of all abortions in the U.S. are performed at PPFA-affiliated facilities. Longstanding objections to the massive federal funding of PPFA have been reinforced by recent widely publicized undercover videos, which illuminate the callous brutality that occurs daily in these abortion mills. Our members and affiliates will view the roll calls on H.R. 3762 – including today’s roll call on the Rule – as votes for or against stripping $400 million from Planned Parenthood. We urge that you support this vital pro-life legislation.
