Iowa House/Senate Battle Over Abortion

Setting up a showdown with the state Senate, the Iowa House has set new limits on the use of state funds to pay for abortion and reprioritized the distribution of state and federal family planning funds. The 58-37 vote Wednesday was an amendments to the health and human services appropriations budget, and limits state Medicaid funded abortions to situations where the woman’s life is at risk and  bars distribution of state or federal family planning funds to entities that perform abortions.

“We have 60 House Republicans over here who believe in prioritizing women’s health care and making sure taxpayer dollars are not expended for abortions,” said Rep. Matt Windschitl. “That represents the views of Iowans across the state.”

The Democratically-controlled state Senate considered its version of the health and human services budget last week and rejected similar Republican attempts. SF 2336 goes back to the Senate where the two bodies’ differences will be a  point of contention.

“Many Iowans, including myself, are morally opposed to abortion,” said Iowa GOP Chair A.J. Spiker, who added, “I applaud the Iowa House for standing up not only for life but for all Iowans who are morally opposed to their tax dollars being used for abortions.”
