Thanks go out first and foremost to the pro-life Republican House leadership for passage yesterday of the “No Taxpayer Funding for Abortion Act.” Led by House Speaker John Boehner, not a single Republican voted against H.R.3.
Rarely will you find a piece of legislation that so clearly says what it means and means it what it says: H.R. 3 is intent on establishing a permanent, government-wide prohibition on taxpayer subsidies for abortion and abortion coverage.
But just because the language and the objectives are crystal-clear doesn’t mean opponents wouldn’t attempt to confuse the public. A wonderful resource for understanding exactly what the bill would do is a Q & A provided by the bill’s sponsor, Rep. Chris Smith (R-NJ). It can be found here.
The Q & A not only debunks various hysterical pro-abortion charges, more importantly it answers the kinds of questions ordinary Americans would ask. Such as (to cite just four)
· Why shouldn’t the government subsidize and encourage abortion. (Abortion is not health care, and it is unbelievably brutal).
· Do abortion funding bans save lives? (Yes, and a noteworthy pro-abortion source like the Guttmacher Institute attests to the life-saving effectiveness of policies that prevent tax-funded abortion)
· Does the American public oppose taxpayer funding for abortion? (You betcha. Polling routinely shows over 60% of the public opposes taxpayer funding for abortion),
· And why is there a conscience clause in H.R. 3? (It makes existing policies permanent and “adds a remedies section that gives entities legal recourse against actual or threatened discrimination.”

“I rise to express my support for H.R. 3, the No Taxpayer Funding for Abortion Act. This common-sense, bipartisan legislation codifies the Hyde Amendment and similar policies by permanently applying a ban on taxpayer funding of abortion across all federal programs.
“Last year, we listened to the American people through our America Speaking Out project, and they spoke out on this issue – loudly and clearly. We included it in our Pledge to America, and today we are taking another step toward keeping that commitment and keeping our word.
“A ban on taxpayer funding of abortion is the will of the American people and ought to be the law of the land. But the law, particularly as it is currently enforced, does not reflect the will of the people. This has created additional uncertainty given that Americans are concerned not just about how much we’re spending, but how we’re spending it.
“Enacting this legislation would provide the American people with the assurance that their hard-earned tax dollars will not be used to fund abortions. I commend the leadership of the gentleman from New Jersey, Mr. [Chris] Smith, and the gentleman from Illinois, Mr. [Dan] Lipinski. And I urge my colleagues to support the measure.”
